Pl help me whether salary arrears for govt officers exempt from income tax? if not then what is the procedure while filing the RETURNS. And if yes under what section and what is the max ceiling?

You can claim relief u/s 89(10 of the Income-tax Act.. Please refer Form No.10E of Income-tax rules 1962, you can come to understand how to comute the relief.
