Reporting of dues to msme

Recently MCA came with notification of reporting of outstanding dues to MSME exceeding 45 days on 22.01.2019. So my question is whether MSME includes Traders ??? 

The definition of MSME only clarifies of manufacturing and service provider category, no where mention about Traders.

So whether to report outstanding dues to Traders in MSME Form ???

Criteria of micro, small and medium enterprise has been made from the amount of investment made in block of plant & machinery.

So, certainly the definition covers manufactures and service provider.

Pl refer attached clarification for activities to be excluded from MSME.

Only such creditors who have filed a Memorandum with MSME department and obtained a certificate from the department will come under the purview of MSME. The company has to contact all creditors and ask them to submit the copy of certificate. If any creditor is not registered as MSME then there is no need to disclose his dues in Form MSME I
