can I file my return for month of sept by rectifying commissions and ommissions for the finacial year 2017-18 after due date with fine. or is it necessary to file on or before due date.

Yes. You can file the return for AY 2018-19 (AY 2017-18) with late fee ( 234 Series ). But you cannot file ITR for AY 2017-18.
Filing ITR on or before the due date is necessary when you are claiming carry forward of losses.
