Can an individual file both ITR 1 for his/her income from salary and ITR4/ITR5 for his/her income from consultancy?

Only one ITR can be filed. in your case You can file ITR 3 or ITR 4

Employer and employee are free to fix terms of job
Is it allowed under corporate law?
No such restrictions in corporate laws
Do you want to mean that an individual can be employed with an organization and also work as a consultant in the same organization and this is not illegal?
