Is ITC available in respect of GST paid on income-tax return filing fees?

If it is for the Company, then Yes you can claim ITC since it is a Business Expenses.
NOTE : As per the Provision of Section 16(1) of the CGST Act 2017, Input Tax Credit ( ITC ) on Inputs, Input Services and Capital Goods used in the course or furtherance of business can be claimed provided that it is not Blocked U/s 17(5) of the CGST Act 2017.

ITC IS available on income tax return filing fees .
