Income tax returns filing for NRI

Hi, my brother is NRI. He is out of india since last 3 years. Durning Apr-12 to Mar-13 he earned below income in india-

1. Dividends from equities Rs 8000=00

2. NRO bank account interest Rs. 20000=00

3. He withdraw his employee provident fund Rs. 400000=00

4. He also hold couple of mutual funds which he bought 4 years back. He did not withdraw anything from mutual fund account.

There is no other income apart from above from India.

Question: Does he required to file income tax returns in india for 2012-13?

if his PF withdrawal is taxable then he is reqd to file RoI. EPF withdrawal is taxable if withdrawn before 5 years of continuous service.

EPF account is older than 5 years. Does he required to file RoI as the withdrawal ammount is greater than income tax filing threshold limit (I believe it is 1.8 lakh for NRI)?

no its not taxable and limit is 2.0 lakh.
