Income tax Return Filing.......according to Navbharat times

Hey all i readed in Saturday 22 May NavBharat Times that there is no requirement to file  your income tax return if your Total Income is less then the exemption limit.......

Gross total Income                                                      XXXX

Less: Deductions under chapter VI                         ( XXXX  )       

Total Income                                                               XXXX            

************************************************************************

but earlier if the GTI is exceeding the exemption limit, then we r required to file income tax return.

this may prove to be drastic change in ITR filed with IT department
