Whether furnishing of Form 15CA & 15CB is mandatory for foreign remittances for purchase of stores also????

Yes It is Mandatory for Submit the Both the Forms.
Form 15CB is required for A2 remmitance only, and imports made in your case is covered by A 1 remmitance.

Can you please tell if forms 15CA, 15CB would be required to pay about 36000 dollars for a year to a university abroad via Demand Draft or Telegraphic Transfer. Please reply immediately.
