is form 12BB for the financial year ended or for current year to reduce upcomming tds

Usually employers ask for a declaration at the start of the financial year to estimate TDS calculations for the whole year.
At this time employee may not have completed his/her investments for tax deduction.
Employers will therefore take a final Form 12BB sometime in the period of January to March.
