I want to know about ESIC (Employees' state Insurance Corporation) applicablity for a Restaurant in Mumbai, Maharashtra who has 15 employees having salary per person around 4 to 5 thousands.. Will ESIC be applicable to the said company?

I just have one question even after reading the entire article.. the Restaurant is based in Mumbai.. and i think ESIC difference from state to state so are all the provisions which are mentioned in the article are applicale to the restaurant in Mumbai?
