ECS is 4% now ...??? If yes then what's this extra 1% .....???

The government currently levies a 3 percent cess to fund primary education and the secondary and higher education.
From AY 2019-20......
Finance minister has proposed to increase the health and education cess by 4% to help BPL and rural families.
