If your place of sale is fixed then yor are required to charge CGST + SGST only.

If you do not know whether that person belongs to your state or not then you will charge CGST and SGST equal rate. because you dont know that the goods will be consumed.
Please remember that you are selling the goods to ultimate consumer. So your contention is not proper.
