Taxability of income of minor children

There are three minor children. Father is not alive. Mother has left the children and married to other guy and does not take responsibility of the minor children. Minors are taken by the guardian of the property and income from property like rent, fixed deposit interest
Questions are :
01. Who will file income tax return and pay the tax.
02. Are minor fully exempt from tax in such situation.
03. The concerned court has not touchded these issues.

1. Clubbing provision not applicable return has to be filed in the name of minor and tax paid.
