    If i accept ur view regarding Factory. than what u want to say about other establishments like Restaurants, Road Transport, etc. Even the ESI Maha. Department people didnt accept application for registration if no. of employees earning salary 15,000 or less is less than 10 or 20 as required. even total no. of employees is 100
