Do I need to deduct any TCS against land purchased from HUDA under e auction scheme? I read that no TCS needs to be deducted on this since, HUDA is an acting govt. agency, but the HUDA customer executives confirmed to deduct the TCS on this. I am confused, any relevant section to support this?

Sir, I was a proprietor and labour and staff supplier to one of the private ltd hospital. Since the work came from my friends reference I did not signed any agreement and started work.In 2021 I received a enquiry notice from my it 26AS form, for the period of 2016-17, in reply to that I stated that since I come under RCM I am not eligible and I have not charged service tax in my bills.Service tax department hold this up to 2024. Please advise
