India's small businesses have issued a direct and detailed call for a simpler GST regime, urging authorities to move aggressively towards 'GST 2.0' focused on ease of compliance.

During the India SME Forum's (ISF) GST Samvaad 2.0 stakeholder consultation, over 60 MSME entrepreneurs engaged directly with senior GST officials, flagging critical operational hurdles that continue to inflate costs and drain entrepreneurial energy. Officials, in turn, acknowledged the concerns and committed to targeted interventions to simplify the system.

The MSME Compliance Pain Points: ITC Blockages and Documentation Burden

Entrepreneurs highlighted a range of practical issues that prove costly and time-consuming for small firms:

  • Input Tax Credit (ITC) Mismatches: A key pain point was the automatic ITC blockages resulting from technical mismatches between an enterprise's records and their supplier's filings. Businesses called for better system synchronisation and real-time updates to prevent sudden cash-flow disruptions.
  • Registration and Delays: Concerns included excessive documentation burdens, delays in registration approvals, and unique complications for MSMEs operating from shared premises.
  • GTA and Level Playing Field: Participants flagged inconsistencies in the Goods Transport Agency (GTA) tax framework implementation, particularly across various e-commerce platforms, arguing this undermines a fair competitive environment.
  • Cash Flow Pressure: Several small manufacturers and service providers reported a rise in ITC accumulation following recent rate reductions, which puts significant pressure on their working capital.
  • Systemic Gaps: Businesses noted the inability of the current GST systems to adapt to sector-specific operational realities, forcing manual record-keeping and leading to human error.

Officials Commit to Targeted Interventions

GST officials responded to the wide spectrum of queries, offering clarifications on complex areas like ITC eligibility and Reverse Charge Mechanism (RCM) applicability for GTA services.

The authorities were candid, stating that while some compliance gaps are due to incomplete taxpayer records, others stem from system-level shortcomings currently under review. Critically, officials confirmed that a comprehensive assessment of delays concerning refunds, cancellations, and registration workflows is nearing completion. The findings will soon be submitted to the Board to enable targeted corrective interventions.

Simplicity is the Key to Unlocking Entrepreneurial Energy

Sasmit Patra, Member of Parliament (Rajya Sabha), stressed that simplification is a growth imperative, not an option.

"MSMEs should not be spending more time and money on GST compliance than on building their own business," Patra noted.

He argued that reducing compliance costs and uncertainty would unlock "massive entrepreneurial energy."

ISF President Vinod Kumar reinforced this, citing that after training 4,500 entrepreneurs on GST filing, only a fraction could complete the process independently, underscoring the system's complexity. The demand remains clear: intuitive digital systems, clearer interpretational guidance, and a consistent approach across all jurisdictions are essential for driving voluntary compliance.

The GST Samvaad 2.0 marks a significant step towards a solution-driven dialogue, paving the way for a more MSME-friendly and simplified GST 2.0 ecosystem.
