Please clarify whether IGST Bill can be raised?.

Service provider(Mumbai) has received contract work to be performed at Kerla from Service Receiver(Mumbai).
Both service provider and servicer Receiver is registered in Maharashtra and Kerla state.
Hence Service provider (Kerla) can bill Service Receiver( mumbai) charging IGST Tax.
Please clarify?
