Is Cess applicable on CGST/SGST/IGST and also credit on same, if applicable ?

There is no Cess applicable on CGST/SGST and IGST except those Goods or Services recommneded by the GST Council in their meeting for Cess Liability
how will I know for which product it is applicable?
