What is the difference between section 143(2) and 143(3)

143(2) initiation of assessment proceedings... 143(3) completion of assessment proceedings by passing a order in writing
143(2) is a notice intimating that scrutiny assessment is going to be undertaken
143(3) is an order providing the conclusion of scrutiny assessment undertaken
