As per Section 43B indirect taxes are allowed as deduction in the previous year in which such taxes have been paid.
VAT is indirect taxe which was applicable in PY 15-16 but the payment of such amount made in PY 19-20 SO it will allowed as deduction in PY 2019-20 in which such tax is paid as per Section 43B
