In order to make debit card /ATM transactions safer,RBI has issued a notification that w.e.f 1st December ,2013 all ATM transactions at all retail outlets will be validated by using ATM pin.Users will get 3 chances to punch ATM pin.If fourth attempt fails,then the card will get blocked.Good move by RBI.
