Urgent: Plz Help!

In audit related to Schools, auditor should see source of funding and application of funds (whether under proper authority or not). All audit revolves around it.  And, further you can enhance your audit program to verify basic compliances, like proper inspection for mid-day meal is being conducted or not., free books are distributed as per circulars, etc. 

In my opinion please dont go theoritical all the time..

Get into the system of work in the school, find out what all documents are maintained, responsibilities of each person, approval limits etc.. this way you will get close to the statutory requirements. That will be a good internal audit..
