Transfer procedure Official announcement

 Hello friends,

As per the new transfer rules, the student has to take a prior approval from the institute for taking the transfer. But I could not find the procedure for making such application on the ICAI website..

Could anyone please give me the link to the official announcement? Also do we require to submit employer's consent at the time of making such a application?
