If Tax Free goods mean Exempted Goods?
If Yes...

No need registration under GST and No more limit if Tax Free goods for registration under GST.

if you sale exclusive tax free good ONLY, than you no need to get registered under GST.

but if you made any taxable sale even Rs. 1, than for registration turnover limit of Rs. 20 will be checked (which includes taxable and non taxable both sale).
