TDS on unreceived income

My client is a professional and follows receipt basis of accounting. Her total income is not above the taxable limit.One of her client did not pay her professional fees.However he deducted TDS and paid it to the government. Can she claim refund of TDS even if she will not include the non received income in her computation of taxable income.

Dear Namrata, Yr Client is eligible to avail benifit of TDS deducted whether she doesn't disclose income relating to that TDS. and IT Deptt. shall disallow this amt.(to the extent of income not paid to yr client by the payer of income)to the person
