please provide the reference of section in which written that tcs to scrap sale to be collected on gross value inclusive of gst....

You also required Tax collection account Number of Income Tax Dept to collect Tax at source .

No, Actually GST is Calculated on TCS, its in GST notification 76/2018.. tell the party to revise its invoice.
