consequences for tds has not been deducted when it was applicable, since last 4 - 5 years

You have pay interest form the date on which such tax was deductible to the date on which such tax deducted and actually paid on GOVT account ,as per the section 201 of the income tax Act 1961 . But You please confirm with others also.
