Is standard deduction for AY 2019_20 available for all salaried person or it is available only for those employees who received transport allowance?

Standard deduction is for all salaried employees.
Mam, Whether govt. or pvt. sector employee???
To all salaried tax payer employees standard deduction is applicable.
