Shop and establishment act applicablity

Our company is group of engineers based out of Gurgaon (Branch Office). We have  manpower of more than10 employees working on our payroll. we have our registered office in Pondicherry (Tamil Nadu)

should we have to take registration with both state or  just for head office or branch office

Just wanted to check if we have to obligate the rules and regulations under Punjab shop and establishment Act or not?

We have yet not registered, so do we have to undergo the registration?
