You can still claim itc. Usually gst, tds, tcs are recognised during the time of payment or credited, which ever is first. So go ahead and claim itc

It is issued by The Central Board of Indirect Taxes and Customs (CBIC) after the application is approved. You have an advantage that you can work autonomous in case of sales and you don’t need a certificate
