sir please explain section 83 in simple manner

Section 83 empowers the ROC to make entries of satisfaction of charge, even though the ckmpany has not given the intimation of the satisfaction of charge. In such case, the ROC shall inform the affected parties within 30 days of making the entry in the register of charges.
