Can he appointed after 3 year CEASES as SMALL SHAREHOLDERS DIRECTOR as AGAIN SMALL SHAREHOLDERS DIRECTOR in that company?

no he cant be reappointed. refer rule 7(5)(c)

shall not be reappointed
he can be after the expiration of a period of 3 years.
