Where can we get the SBI rate for calculation of loan perquisite for PY 2010-11?

I saw that. Please confirm if it is @ 16%

What is the nature of loan given viz, housing, car, personal, etc.
Personal loan is 16%
concessional loan... something similar to personal loan
