If total turnover less than 20L, will I get refund the GST amount and late fees?

if turnover is below 20 lacs without inter state supply get registration is not necessary then the question does not arise.
GST Registration
Just because your turnover is below 20 lakh you cant get refund of GST amount & late fee.
