Retailers can raise tax invoice?
can retailers raise tax invoices to another business means in his Registration he is only a retailer but can he sell goods through B2B invoices in form of Tax Invoice?

Yes....... he can (& has to) raise tax invoice for all his supplies......... purchaser can be any B2B or B2C ......
