are you going to provide insurance on behalf of other company or want to set up your own firm
You are a service provider you cannot opt for composition scheme.
I think Insurance agent providing service to Insurance company are not required to register if they are providing only insurance service...

cannot opt for composition . as mr pritesh has stated if you are providing services to Insurance co. as insurance agent then your services are cover umder RCM (As per Notification 13/2017 CT (r) & Services provider cover under 9(3) is exempted obtain registration as per Notification 5/2017 CT
