I some have question for build new pvt company.
1)Govt.Servent can be director of company?
2)It is possible two directors are also Capital share holder?

As per my opinion , Companies Act (Section 253 & 274) only talks about who cannot be a director. It is silent on who can be a director. So answer to both ur q r yes.

Answer to both
Govt. servant can be a director of private co. provided he has taken DIN (Director Identification No.).
In private co. this is general practice that both the directors are also sole shareholders.
