Post incorporation compliances

Dear All,

One of my company was incorporated on 20th Sep 2015, but no Share certificate was issued as part share application money was received by the company. ie out of 1lac only 40,000rs was received in the bank.

My Question is can i issue share certificate now? if yes what would be the date of execution on it?? coz if i pay stamp duty now the date of franking would also be of todays date.

Also guide me which all Board resolutions are required to be prepared post incorp
