Meaning of 'Creditors'

While changing the registered office of a Private Limited Company from one state to another whether the notice is to be sent to all the Debenture holders and Creditors even if a company has published a general notice in newspaper?? And if the notice is to be sent then which parties will be included under the name 'Creditors'?? Unsecured and Secured Loans will be included under the term 'Creditors'??
