While changing the registered office of a Private Limited Company from one state to another whether the notice is to be sent to all the Debenture holders and Creditors even if a company has published a general notice in newspaper?? And if the notice is to be sent then which parties will be included under the name 'Creditors'?? Unsecured and Secured Loans will be included under the term 'Creditors'??

Yes, Unsecured and Secured Loans also fall under the Creditor definition.
Though it is nowhere mentioned in the section 17, Still CLB prefers notice to be sent to all creditors for better corporate governance
