manufacture for brand name

Dear All,

A is a trader in certain prducts and is covered under sales tax/ VAT. No excise involvement.

Now he is getting order from a Automobile Comapany to manufacure seat covers of a vehicle on which the brand name should be affixed.

He Does not want to be covered under Excise.

Can he apply for SSI?

Can he claim himself as a job worker.

Keeping in mind that he will be doing a complete manufacturing process for seat covers.
