Whether goods sent by taxable person to a job worker be treated as Supply and will be liable to GST. is it right

it is treated as supply but Gst is not to be charged subject to sec 19 the ITC on the goods sent for Job work can also be claimed but the goods should be returned within 1 year or 3 years (in case of capital goods).
