It return for f. y. 2009-10

Dear Sir/Madam,

One of  Friends has TDS of Rs. 22,000/- on LIC Commision for F. Y. 2009-10. He Has not filled return of the same. Can you let me know wether he can file return for F. Y. 2009-10 now and claim TDS.? if he can, he should filie manually or E Return?
