Issue in custom invoice and penalty

Goods imported by dhl from china values at 430$ about.

by mistake the invoice in dhl during scan uploaded worngly by china dhl (goods are from china to india)

the value in invoice scanned was 0.40$ and number of piece was alos wrong. as well the receiver name and country was also wrong invoice was mentioned for some other person/company in newzland.

goods landed in delhi custom and we came to know this. we immediately ask the seller to correct the invoice seller update

the invoice to china dhl. and china dhl did ask the india dhl to correct the same.

but now after change of dhl wants us to sing penalty letter on our letterhead. in order to release the goods on new correct invoice. pls let us know what may be penalty in such case. (pls note we did not make any changes in invoice but seller did the mistake. or most possible china dhl did this)

what may be best suitable solution for this (we already submitted previous similar goods bill of entry on similar prices+invoice+po etc as well as internet prices.)

Dear Vijay,

Since goods already landed in India and DHL delhi might also have filed combine / courier bill of entry for the same, now any change amendment in the value, qantity and name address details will definately attract panalty. Indian customs see this as mis-declaration of facts and penalise consignee. But, penalty should be around Rs.5000/-. If a good custom office is handling the case, he may let go with nominal penalty. Only way out is to agree to penalty and finish off the matter if the cargo is important / needed.

Dear sir

thanks for the reply. dhl people told us that there is no limit on the penalty and it may be many times of the actual invouce as actual invoice is about 400$ (only fear is high penalty) 5000 rs penalty for this shipment is not an issue. please let us know what may be the maximum penalty. and what is normal panely in normal cases.
