IS GSTR9 ANNUAL RETURN IS MAMDATORY
Hi Some of our clients has turnover is less than 2 Crore, Is it compulsory to him to file Annual Return. Google said that it's not mandatory. please clarity. I have filled final return (his business is closed).Thanks

Quick Summary
Not mandatory For F.Y 2017-18 and F.Y 2018-19 if turnover less than 2 Crores.
As per Notification No. 47/2019 - Central Tax, dated 09th October 2019 read with Circular No. 124/43/2019 - GST, dated 18th November 2019, Filing of GST Annual Return (FORM GSTR-9 ) for FY 2017-18 & FY 2018-19 has been made "OPTIONAL" for the Taxpayers having Aggregate Turnover upto Rs. 2 crores.
It is Mandatory only for those Taxpayers whose Aggregate Turnover exceeds Rs. 2 crores for the said Financial Years.
