Is gta opted 5% GST without ITC means composition dealer and 12% with ITC means Regular dealer ?

1 GTA can not opt for composition it is always under Regular Scheme
2. GTA has been provided two option
Option I
GST @ 5% - without ITC
Option II
GST @ 12% - With ITC

that means he has to charged gst on invoice on both condition
In case supply to Registered Person he need not charge GST in Invoice since in this case Registered Person in liable to pay GST under reverse charge.
however when he supply to Unregistered person he has to opt whether he want to pay GST @ 5% without taking ITC or pay GST @ 12% with ITC

but if gta reg. with 5% and invoicing to reg. delear without charging gst so who is liable to pay gst ?
