this provision applicable form 1 April 2019
yes you can cancel if your turnover doesn't exceed 40lac but after the same gets notified
Wait for Notification to be issued in this regard , till date the threshold limit is 20lac only
Currently you can't cancel the gst registration until your turnover is less than 20 lakhs.
