Offline Utility of GSTR-1 is available on www.gst.gov.in

You can fill and upload GSTR 1 and Your supplier also follow GSTR 1.After GSTR 2 generated automatically.... You want any corrections in GSTR 2 you can do it also GSTR 2A...
