What is form 16? How much is it important ? Who is the authority to issue form 16?

Form 16 is a TDS certificate it is issued by the employer to employee. It has 2 parts, part A which is generated from tds CPC site and shows the amount of salary paid and tax deducted thereof.
Part B shows details of salary (bifurcation).
