I think E - Invoice is for Turnover more than 100 crore , please confirm with others also .

Yes as per Notification 70/2019 CT , the rule 48(4) of CGST being notified e.f 1/4/2020 , Applicable only for taxpayer whose turnover is more then 100 crore in preceding FY
