As per section 184 of Companies Act, 2013
Every company as defined under section 2(20) is to files the MBP-1 with ROC

Yes, it is for record purpose but it is too applicable on public company.

It's disclosures of interest by director in any company/body corporate/firm/association of individuals, including details of the shareholding in Form MBP 1
Form MBP 1 is applicable for both privatel as well as public company
It's not required to be filed with ROC, it's only for record purpose, to be kept as registered office of the company.
